Public Administration Faculty

As a Charter Oak student, you’ll reap the benefits of learning from a dedicated and distinguished faculty who hold teaching positions at other accredited colleges and universities and from professionals who work in the public sector. Each faculty member is an esteemed educator unhesitating in his or her desire to challenge, guide and inspire you to achieve your professional goals. Among the program faculty are:

Roger L. Kemp, D.P.A. -- has been chief executive officer of cities on both the west and east coasts for more than two decades and is currently Town Manager in Berlin, CT. He has authored, edited and contributed to nearly 50 books dealing with America’s cities and their futures and has taught in the classroom and online at institutions including the University of Connecticut and the University of California.

Paul R. Petterson, Ph.D. – is a full-time faculty member at Central Connecticut State University and head of the college’s Political Science department. He has performed extensive research in the areas of election law, democratic participation in elections and political parties and is active in the American Society for public Administration.

Jason Jakubowski, M.P.A. – has spent much of his professional career in both state and local government. As a former alderman and city treasurer, he understands the role of the administrator and has taught administration in both the classroom and online. He is Director of Business Development at Charter Oak where he oversees creation of the College’s public and private partnerships.

Michelle R. Milczanowski, M.P.A. – as the principle of RPM Consulting, provides professional consulting services to nonprofit organizations and their boards of directors. She works to improve management efficiency and effectiveness and has created and implemented scores of successful organizational, strategic, marketing and development plans.

The online bachelor’s degree completion program designed to enhance the skills of public administration professionals and to prepare aspiring administrators for a career in the public and non-profit sectors.

If your goal is to pursue, achieve and sustain success in public service, you should consider enrolling in the online public administration concentration offered by Charter Oak State College. The Public Administration concentration has been developed by public administrators for public administrators and those interested in launching a career in the public or non-profit sectors. The courses in the concentration are offered in an online 8 week format.

The Degree Completion Program

The Public Administration concentration is one of many offerings in Charter Oak’s bachelor’s degree completion program. Beyond the requirements of the concentration, you will be able to shape the remainder of your academic program by taking other 8 and 15 week online courses or portfolio assessment offered by Charter Oak, or by taking standardized tests or courses offered at other regionally accredited institutions.

The Concentration's Courses will:

  • provide an understanding of the nature of public organization and the public policy process.
  • assist you in identifying and analyzing organizational opportunities and public policy challenges.
  • identify means through which to effectively involve citizens in the public decision-making process.
  • prepare you to deliver professional oral presentations and research and write organizational reports.
  • demonstrate how to identify and compare public policy and governments in a global context.
  • provide an understanding of how to apply strategic models to public policy decision-making and evaluation.
  • study the role of information technology in enhancing policy and decision-making processes.
  • focus on recognizing ethical issues and the development of framework that addresses them.

Degree Completion Credit Requirements

All Charter Oak students pursuing a bachelor’s degree must

  • complete 120 credits.
  • include 36 concentration credits among the 120.
  • satisfy General Education requirements.
  • earn at least 60 credits in Liberal Arts.

Our Liberal Credit Transfer Policy

One of the many advantages we offer is a liberal acceptance of credits from a variety of sources including –

  • Online and classroom-based courses taken at regionally-accredited institutions – usually regardless of when earned.
  • College-level examinations such as CLEP and DANTES.
  • Military training and occupations.
  • Portfolio assessment of life and work experience.
  • Corporate/Agency training evaluated by ACE/PONSI.
  • Corporate/Agency training and licenses and certifications evaluated by Charter Oak.
