Dr. Joseph Saitta
Dr. Saitta is a Bioterrorism Coordinator for the Virginia Department of Health, and
heavily involved in counter-terrorism planning. In addition he has been the Director
of the Public Safety Institute, located in Fredericksburg, Virginia, for over two
decades. The Institute designs, develops, conducts, and evaluates training for federal,
state, and local public safety (Police, Fire, Emergency Management, and EMS) agencies.
A former Special Agent for the predecessor of the Drug Enforcement Administration,
he was detailed to work on the Treasury Law Enforcement School's "Criminal Investigator
Course" in the late 1960s, as part of the Surveillance Exercise Team. He still works
part-time as a deputy sheriff for the Fredericksburg ( Virginia) Sheriff's Office.
He has worked as a disaster preparedness consultant for the Federal Emergency Management
Agency, and is on the contract faculty for the Emergency Management Institute's Master
Trainer program, where he was the principle developer of its "Instructional Design"
course. Dr. Saitta was also the principal developer of the National Fire Academy's
"Instructional Methodology" and "Course Development" courses. He has conducted training
programs in all 50 states and overseas.
He served as a rifleman in Vietnam, where he earned the Bronze Star Medal with Valor
Device, the Purple Heart Medal, and -- most importantly -- an abiding appreciation
for life. He is a military-qualified parachutist, and a graduate of the Military Police
Criminal Investigator Course. As a reserve commissioned officer he later served in
a Nuclear, Biological and Chemical Preparedness unit.
Dr. Saitta holds a master's degree in Adult Education from the George Washington University,
and a doctorate in Education (with a cognate/specialization in management) from the
Virginia Polytechnic Institute and State University.
Dr. Bill Lowe
Dr. Lowe is a captain/shift supervisor with a large suburban Atlanta, Georgia fire
department where he helps manage shift operations for 90 firefighters and paramedics.
His department protects 255,000 citizens and handles 28,000 emergency alarms each
year. Dr. Lowe regularly publishes articles in fire service magazines such as Fire
Engineering, Firehouse, Fire Chief, EMS Magazine, etc. He presents training sessions
at national fire service conferences including FDIC and Fire Rescue East.
Dr. Lowe's educational background includes two BS degrees: management and fire protection
engineering. He also holds a master's of business administration, a doctorate in human
resource management, and a post-doctoral specialization in marketing management. Dr.
Lowe is currently pursuing the National Fire Academy's four-year Executive Fire Officer
(EFO) program, and will soon start an additional post-doctoral specialization in health
care administration.
Col. Robert Morris, M.S.
Colonel Robert G. Morris, III, holds a bachelor of arts degree in english literature
from the Pennsylvania Military College and a master's degree in management and supervision
from Central Michigan University. He is a graduate of the Field Artillery Officer
Basic and Advanced Courses, The United States Army Command and General Staff College
and the United States Army War College.
Colonel Morris is a Combat Decorated Army Ranger whose awards and decorations include:
The Bronze Star Medal, The Meritorious Service Medal with two oak leaf clusters, The
Army Commendation Medal with two Oak Leaf Clusters, The Army Achievement Medal, The
National Defense Service Medal, The Southwest Asia Service Medal with Bronze Star
Device, Kuwati Liberation Medal,The Ranger Tab and the Air Assault Badge. His foreign
awards include the German Schurtzenschnur in Bronze and Silver. In June of 1995 Colonel
Morris was the recipient of the Army War College foundation Writing Award for his
combat narrative of the 2nd Battalion 18th Field Artillery during Combat Operations
in Iraq.
Lt. Col. Stacy Wiseman, M.H.A.
Lt. Col. (USAFR) Stacy Wiseman holds a master's of healthcare administration from
Baylor University in Texas. She also has a bachelor's of science in human nutrition
and dietetics from the University of Arizona and is a registered dietician. Lt. Col.
Wiseman is a Fellow with the Academy of Healthcare Management and a Diplomate with
the American College of Healthcare Executives.
Lt. Col. Wiseman, while on active duty, was responsible for the development of the
Tri-Care Senior Program, a precursor to the Tri-Care for Life Programs, the health
program for military beneficiaries age 65 and older. She was also instrumental in
the development of other military health plans and held numerous financial and operational
positions. Lt. Col. Wiseman's distinguished service record contains many honors, awards
and decorations. She currently serves in the United States Air Force Reserve.
Dr. Joseph Woodall
Dr. Woodall is a graduate of the National Fire Academy's Executive Fire Officer Program.
He was the Division Chair of the Grand Canyon University Public Safety programs. Dr.
Woodall is currently a visiting professor in the fire sciences programs at the University
of North Carolina - Charlotte. He recently retired from the Peoria (Arizona) Fire
Department after 20 years of service. Dr. Woodall is also the founder of the Public
Safety Administration Program.
Dr. Woodall received his doctorate in human and organizational systems from the Fielding
Institute. Dr. Woodall also holds a M.A. in clinical counseling, a M.Ed. in counseling
and H.R., a B.S. in education and an A.A.S. in fire sciences.
Dr. Woodall is also authoring and editing the upcoming book Chicken Soup for the Lifesaving
Soul.
Lisa Stelly-Wahlin, J.D.
Lisa Stelly-Wahlin is originally from Texas, where she obtained her undergraduate
degree at Texas A&M University. She moved to Arizona in 1986, and graduated from Arizona
State University College of Law with a juris doctorate in 1991.
Ms. Stelly-Wahlin has worked with law enforcement for over 12 years. She has been
both a city and county prosecutor. For the past 4 years, Ms. Stelly-Wahlin has worked
for the Arizona Attorney General's office and has been assigned to the Department
of Public Safety as their police legal advisor. She is a member of the Legal Advisor's
Association of Arizona, and of the legal officer's section of the International Association
of Chiefs of Police.
Ms. Stelly-Wahlin has previously been an adjunct faculty member at Grand Canyon University's
Public Safety programs.
Dr. Glenn Simmons
Dr. Simmons is the Vice-President of Academic Services for the Public Safety Education
Institute. Dr. Simmons received his doctorate in theology from New Orleans Baptist
Seminary. Dr. Simmons also holds a M.Ed. in educational psychology from Northern Arizona
University, a M.Div. in biblical studies from New Orleans Baptist Seminary, and a
B.S. in zoology from William Carey College. Dr. Simmons served as Provost with the
Maricopa County Sheriff's Office in Arizona. Dr. Simmons is currently the Dean of
Wayland Baptist University - Phoenix.
Ryan E. Kelly, J.D
Mr. Kelly is an officer and director of the Public Safety Education Institute. Mr.
Kelly is a licensed Arizona attorney receiving his juris doctor degree from the Arizona
State University College of Law. Mr. Kelly received his B.A. in history from the University
of Arizona. Mr. Kelly's law practice experience includes many aspects of business
law and federal court litigation. In addition, Mr. Kelly was an adjunct faculty member
with the Grand Canyon University Public Safety programs from 1999-2003, prior to joining
the Charter Oak State College adjunct faculty team.
Dr. Michael Spector
Dr. Spector holds a doctorate from the Fielding Graduate Institute in psychology.
He is currently employed as Director of Human Resources at the Arizona Republic, Arizona's
largest newspaper. Dr. Spector has been an adjunct faculty member for many years in
the Public Safety Administration Program, first at Grand Canyon University and presently
at Charter Oak State College. Dr. Spector's doctoral dissertation involved the psychological
effects of police officer involved shootings.
Craig Shelley, M.S.
Mr. Shelley holds a master's of science in executive fire service leadership from
Grand Canyon University. He also holds a bachelor's of science in fire science administration.
Mr. Shelley's fire service spans over 38 years, including nearly 25 years with FDNY
where he rose to the rank of Chief of Marine Operations. He has also served as a task
force leader for FEMA operations, including deployment to Oklahoma City. He is currently
serving as a fire service advisor to Saudi Aramco in Saudi Arabia, advising on all
aspects of fire services for a 1400 person department. He has written many published
articles on fire service.
Lonnie Inzer, M.S.
Mr. Inzer is a retired fire captain from nearly 20 years of service with the Colorado
Springs Fire Department. He holds a master's degree in organizational leadership from
Fort Hays State University. From 1988 to the present Mr. Inzer has also served as
the Fire Science Department Coordinator at Pikes Peak Community College, teaching
many different aspects of fire science. He has significant experience with the development
of online courses for higher education in the public safety field.
Mr. Inzer is also currently charged with the development of the new Homeland Security
- Emergency Management program at Pikes Peak Community College.
Hal Nevitt, M.S.W .
Mr. Nevitt holds a master's degree in social work from Arizona State University. He
also holds a B.A. in social work and an A.A. in administration of justice. Mr. Nevitt
served as a police officer with the Scottsdale Police Department in Arizona. He has
also served as an employment relations consultant with the Daisy Mountain Fire Department.
Mr. Nevitt has been a Public Safety Administration adjunct faculty member for many
years. He has both in-class and online teaching experience with the Group Dynamics
course. He has also taught the Human and Community Service Delivery course.
Robert A. La Loggia, MBA
Mr. La Loggia is an officer and director of the Public Safety Education Institute.
Mr. LaLoggia received his M.B.A. from the University of Phoenix and his B.S. in management
information systems from the University of Arizona. Mr. LaLoggia operates a web-based
business known as Contemporary Web Plus. Mr. LaLoggia also spent a number of years
in the information systems section at Anderson Consulting.
John DeCarlo, M.S.
John DeCarlo is currently Chief of Police with the Branford, CT police department.
He has twenty-nine years of police experience and has enjoyed varied assignments including
studying forensic science under Dr. Henry C. Lee, serving with the Federal Bureau
of Investigation foreign counter intelligence field operations division, and, most
recently, bringing his agency into compliance with national accreditation standards.
Chief DeCarlo has held all ranks available in a municipal police department and has
been actively involved in the investigation of hundreds of criminal cases.
In addition, DeCarlo co-founded a software technology firm where he acted as director
of research and development. The company went on to become the leading supplier of
police records management, crime analysis, and computer-aided dispatch software in
the Northeast.
John received his B.S. from Charter Oak State College, his M.S. in criminal justice
from Tiffin University, and he is currently studying for his Ph.D. at John Jay College
of Criminal Justice, The Graduate Center of the City University of New York. In addition,
Chief DeCarlo attended the F.B.I. Academy in Quantico, VA and graduated from the F.B.I.
Law Enforcement Executive Development School. He has published works in distance education,
leadership, and policing.
John Meza, M.S.
Mr. Meza has been serving the Mesa Arizona Police Department since 1986 and currently
holds the rank of Police Commander. He has a master's degree in human relations /
counseling from the Northern Arizona University and is a graduate of the Northwestern
University Center for Public Safety Police Staff and Command School. He has held various
assignments including, Gang Unit, Intelligence Unit supervisor, and Training Section
Lieutenant. Mr. Meza currently serves as the Chief's Liaison for the department's
Diversity Team and is the current Chairperson for the Town of Gilbert's Human Relations
Commission.
Richard White, M.S.
Richard is a retired Air Force officer who has taught at some of the nation's top
intelligence agencies, the United States Air Force Academy, and other prestigious
schools around the country. He has a master's in computer science from Old Dominion
University in Virginia, and a bachelor of science in history from Southern Illinois
University at Edwardsville. Richard runs CW Productions, Ltd., a company specializing
in homeland security education and training, based out of Colorado Springs, CO. He
authored the textbook, "The Department of Homeland Security: An Overview", published
in January 2006.
